What's the Issue

The World Health Organization (WHO) and other experts agree that a substantial share of all alcohol consumed globally is derived from noncommercial sources. Such beverages are untaxed, evade quality controls, and are particularly prevalent in developing countries. In view of the challenges in many markets to governmental oversight of the production and distribution of these products, the public health community is understandably concerned about the potential health risks to consumers from the noncommercial alcohol sector.
