We have identified six priority countries where there is a significant drink driving issue: China, Colombia, Mexico, Nigeria, Russia and Vietnam.
We have also identified potential categories of projects for this initiative, based on the Good Practice Manual on Drinking and Driving as well as situational analysis. They include:
- Addressing absence of legislation;
- Strengthening existing laws in order to improve effectiveness and target high risk groups/activity;
- Enforcement, sanctions and remedial measures, including training;
- Targeted interventions, including those focused on designated drivers, employer/fleet programs, retail and server engagement/training, pedestrian and other vulnerable road users;
- Data collection, including roadside surveys and post-accident analysis; and
- Ongoing training.
The focus on such activities is also the result of preliminary mapping of industry-supported initiatives in the focus countries. Our initial review reflected strong industry involvement in education and information campaigns, but opportunities for greater activity in terms of legislation to combat drink driving, stronger enforcement of Blood Alcohol Contact (BAC) limits, encouraging safe transport alternatives, and promoting responsible drinking behavior.

A Situation Assessment of drink driving in a country, state, province, or city is a vital first step in the process of embarking on a program to reduce the incidence of drink driving and prevent road traffic crashes involving drinking and driving. One of the main phases of the drink drive initiative is to conduct a situation assessment in the six drink driving focus countries.
The Situation Assessments were conducted by local consultants or researchers using the ICAP developed Situation Assessment Guidelines. The Guidelines were developed by Mavis Johnson and is based on Chapter 2 of the Good Practice Manual on Drinking and Driving by the Global Road Safety Partnership (GRSP). Along with desk research,
The Situation Assessment from each country will provide the foundation for preparing a prioritized suite of projects designed to launch an effective, strategic approach to address drink driving. Summaries of the Situation Assessments are available:
