Argentina is a country of focus for the Self-Regulation initiative of Global Actions on Harmful Drinking.
Self-Regulation: Beverage alcohol companies are collaborating with the World Federation of Advertisers (WFA) and ICAP to strengthen cross-industry self-regulation. In countries where self-regulation efforts are already underway but could benefit from further development or refinement, we are working with fellow stakeholders to ensure that cross-industry self-regulation systems operate effectively, reflect international standards of good practice, and are recognized publicly.
Argentina’s leading industry associations, including the Argentinean Chamber of Advertisers (CAA), the Argentinean Council of Advertising Self-Regulation (CONARP), and the Argentinean Association of Advertising Agencies (AAAP) are working towards further increasing trust in the existing self-regulatory system. The project, underway since 2010, also aims to bring the current system in line with the latest international best practice model on digital marketing communications.
Additional trust and credibility in the self-regulatory system is being achieved through training of local SRO staff, benchmarking against ‘best in class’ international SROs, and capacity-building exercises with more established SROs. CONARP is also engaging with media to promote recognition of the self-regulatory model within Argentinean government bodies. Finally, with the steady growth of digital advertising, CONARP is defining how its existing advertising rules and guidelines will be interpreted and applied in the digital space.
Background: The Argentinean Council of Advertising Self-Regulation (CONARP) was established in 2001 as a result of an agreement between the Argentinean Association of Advertising Agencies (AAAP) and the Argentinean Chamber of Advertisers (CAA) [http://www.conarp.org.ar/index.htm]. Of the ads broadcast in all media, 75% are created by agencies that belong to AAAP or paid for by members of CAA. Anyone can file a complaint to the CONARP Commission, which decides on its admissibility before submitting it to the Adjudication Committee. Appeals to the Committee’s decisions can be made to the Board of Directors. The Commission is composed of six members appointed by the Ordinary General Assembly, three representing the AAAP, and three members of the CAA. The Committee is composed of 10 representatives of the AAAP and 10 of the CAA.
